New State Rules on Rental Deposits: What Landlords and Tenants Should Know

New rules taking effect this summer change how security deposits must be held, documented, and returned. The short version: deadlines are tighter, itemization requirements are stricter, and the penalties for getting it wrong now include the tenant's attorney fees.
